The Broadband Equity, Access, and Deployment (BEAD) program is the largest broadband infrastructure investment in U.S. history — $42.45 billion aimed at connecting every unserved and underserved location in the country. After a slow start and a major federal restructuring, the program is now moving from paperwork to construction. If you’re a subgrantee, ISP, or rural co-op holding a BEAD award, here’s where things actually stand and what to have in place before crews show up.
Where the program stands right now
As of mid-2026, all 56 states and territories have submitted their Final Proposals, and the majority have cleared NTIA and NIST review and signed formal award agreements with their subgrantees. Construction on the first BEAD-funded deployments is underway or beginning across the country this summer, with most funded projects carrying completion deadlines in 2030–2031.
That timeline matters. A signed award is not a finished network — it’s the starting gun for a design, permitting, and construction process that, done right, still takes years.
What changed with the “Benefit of the Bargain” restructuring
In summer 2025, NTIA restructured BEAD under what’s been called the “Benefit of the Bargain” framework, making the program technology-neutral. Instead of defaulting to fiber for every location, states could now fund fiber, licensed fixed wireless, low-earth-orbit satellite, hybrid fiber-coax, or unlicensed fixed wireless — whichever technology met the location at the lowest reasonable cost.
In practice, most states still chose fiber for the bulk of their eligible locations — nationally, roughly two-thirds of BEAD locations are slated for fiber, with LEO satellite (largely Starlink) and licensed fixed wireless picking up most of the remainder. Some states, like West Virginia, North Dakota, and Vermont, are funding fiber to more than 85% of their locations. Others, including Texas, are using a more mixed approach — Texas is funding fiber to just over half its roughly 243,000 eligible locations, with the state’s own $1.5 billion broadband fund helping providers cover the required 25% match.
The practical takeaway for subgrantees: your engineering partner needs to be able to justify the technology choice in your submittal, not just design around a fiber-only assumption.
The path from award to construction
A BEAD award moves through several stages before a single foot of fiber goes in the ground:
- Final Proposal submission and NTIA review — the state broadband office submits its plan; NTIA checks for coverage overlaps and confirms eligible locations haven’t changed due to map updates.
- NIST Grant Officer review — a final federal check before funds are released.
- Grant agreement execution — the state signs directly with each awardee, formally starting the project clock.
- Engineering, permitting, and make-ready — outside plant design, pole attachment agreements, right-of-way permits, and often NEPA and historical/environmental review. Industry estimates put this stage at roughly six months on average, longer for projects spanning multiple jurisdictions.
- Construction and closeout — build, test, certify, and submit as-built documentation for program compliance.
Permitting is consistently the stage where projects lose the most time. Limited staffing at local and state permitting offices, pole attachment and make-ready coordination with incumbent utilities, and multi-agency approvals (DOTs, municipalities, environmental reviewers) all stack up before construction can legally begin.
What to have ready before you break ground
Subgrantees who move fastest from award to construction typically have three things lined up early:
- Construction-ready OSP design — not preliminary routing, but strand maps, splice diagrams, and bore plans that a construction crew and a permitting office can both act on without rework.
- Permitting coordination running in parallel with design — not sequentially. Waiting for final engineering before starting permit applications is one of the most common (and avoidable) sources of delay.
- Independent QA/QC — a second set of eyes verifying the build matches the approved design and meets program documentation requirements, so closeout doesn’t stall on compliance issues.
BEAD funding is real and it’s moving. The subgrantees who treat design and permitting as one coordinated process — rather than two separate hand-offs — are the ones hitting their construction windows.
